The San Francisco Public Utilities Commission is investing over $2B to upgrade and modernize the aging Southeast Treatment Plant to reduce odors, be better prepared for earthquakes and sea level rise, and ensure operational efficiency.
During this work construction barricades have been installed along the perimeter of the site. Typically these barricades are used for construction updates but given the size of the Evans Avenue fence (2,400 square feet, 400' x 6') the SFPUC has commissioned four artists to create temporary murals to be installed along the fence. The first artist commissioned for this site, Sirron Norris, created an artwork titled The Illustrated History of the Bayview-Hunters Point. The artwork highlights environmental and social justice issues, past and present, which the communities of the Bayview-Hunters Point have endured and fought to overcome.
